Your Guide to Boating Licenses in Cyprus: RYA, ICC, and HSSV Explained

Your Guide to Boating Licenses in Cyprus: RYA, ICC, and HSSV

The dream of cruising the Cypriot coastline is a powerful one. At George’s Watersports, we help make it happen. But a common question we hear is: “What boating licenses do I actually need?” The answer isn’t one-size-fits-all. It depends entirely on your goals: are you here to hire a boat for the day, or are you looking to own or operate your own high-speed vessel (HSSV) in Cyprus? Let’s clear up the confusion and guide you to the right training for your adventure.

The Golden Rule for Boat Hire in Cyprus

To hire a boat from a licensed rental company like ours, you only need a valid car driving license and follow our Safety briefing. This makes a day on the water wonderfully accessible. However, if you plan to own or operate a private powerboat or Jet Ski over 30hp or 7m in length that is registered in Cyprus, the rules change. This is where formal training and licensing become a legal necessity.

Why Go Beyond the Basics? The Value of Proper Boat Licenses’ Training

While a car license is enough to hire a boat in Cyprus, full seamanship training is about safety, confidence, and skills. It’s the difference between driving a boat and truly understanding the marine environment. Whether you choose an RYA course or are preparing for the HSSV (a legal requirement for boat owners in Cyprus), you will learn to:

  • Handle your vessel safely and confidently in various conditions.
  • Understand the “rules of the road” (COLREGs) to avoid collisions.
  • Perform essential safety drills and react correctly in an emergency.
  • Navigate using charts and identify key buoys and markers.

Your Pathways to Boating Licenses and Certification

We specialise in providing professional training that serves two distinct purposes.

The Internationally Focused RYA Training & ICC

The Royal Yachting Association (RYA) is the world’s most respected ‘boating’ authority. Their courses are designed for boaters who want to travel.

  • Ideal For: Boaters who want to charter or captain a boat outside of Cyprus (e.g., in Greece, Croatia, Italy). It’s the gold standard for practical, hands-on boat handling skills.
  • International Certificate of Competence (ICC): For many, completing the RYA Powerboat Level 2 course allows you to obtain an ICC. This is your passport to chartering in most Mediterranean countries and beyond. It is not a substitute for the Cyprus HSSV license if you own a boat here however!
  • The Benefit: World-class training that gives you the skills to boat safely almost anywhere in the world.

Cyprus Boating Licenses Preparing for the HSSV License

The High-Speed Small Vessel (HSSV) license is the official, mandatory qualification issued by the Cypriot government for anyone operating a private vessel over 30hp or 7m in length that is registered in Cyprus.

  • Ideal For: Residents and boat owners in Cyprus who must comply with national law.
  • Our Role: It is important to know that the license is issued by the government. At George’s Watersports, we do not qualify you for the HSSV. What we do is provide the expert training that covers the required theoretical knowledge and practical skills to prepare you to successfully pass the official assessments conducted by the responsible government body the Department of Merchant Shipping.
  • The Benefit: Our RYA-based training is an excellent foundation for the HSSV. The practical skills you learn with us are exactly what you need to pass the practical exam with confidence.

A Smart Combination: Many savvy boaters start with the RYA Powerboat Level 2 course. This gives them superior boat-handling skills and an internationally recognised certificate. This training also puts them in a strong position to then study for and pass the theoretical and practical exam for the Cyprus HSSV license.

Boating Licenses FAQ: Your RYA, ICC, HSSV, and Boat Hire Questions Answered

Q1: I just want to rent a boat for the day in Latchi. What do I need?
A: It’s simple! You need to be over 21 years old and hold a valid car driving license. We will provide you with a full safety briefing and a chart of the designated areas you can explore before you set off.

Q2: What is the main difference between the RYA/ICC and the Cyprus HSSV boating licenses?
A: Think of it like this: The RYA/ICC is an international standard of skill that allows you to charter boats abroad. The Cyprus HSSV is a national legal requirement to operate your own Cyprus registered powerboat or jet ski within Cyprus waters. They serve different purposes.

Q3: If I get the RYA Powerboat Level 2 and an ICC, can I use it to drive my own boat in Cyprus instead of getting an HSSV?
A: If you are the owner or operator of a private vessel over 30hp/7m that is Registered in Cyprus, you are legally required to hold the Cyprus HSSV license. The ICC is for international use and is not a substitute for the national license. However, RYA training is the best possible preparation for passing the HSSV exams.

Q4: I own a boat in Cyprus and need the HSSV license. What is the process?
A: The process has two parts:

  1. Training & Preparation: This is where we come in. We provide the essential theoretical and practical training to prepare you for the official exams.
  2. Official Assessment: You must then sit the theoretical and practical exams conducted by the Department of Merchant Shipping (DMS). They are the only authority that can issue the HSSV license.

Q5: I plan to charter a boat in Greece or Croatia this summer. Which certificate do I need?
A: Most Mediterranean countries, including Greece and Croatia, legally require an International Certificate of Competence (ICC) for chartering. The most straightforward way to obtain an ICC is by completing the RYA Powerboat Level 2 course with us.

Q6: How long does the RYA Powerboat Level 2 course take?
A: It is an intensive and practical 2-day course designed to give you all the essential skills to handle a powerboat safely.

Q7: Is the RYA Powerboat Level 2 course suitable for complete beginners?
A: Absolutely. The Level 2 course is designed for beginners with little to no prior experience. Our instructors will guide you from the basics up to competent boat handling.

Q8: Why should I train with you instead of going directly for the HSSV?
A: Our RYA-based training focuses on hands-on, practical seamanship skills, not just passing a test. This means you become a more confident and safer boater. This superior skill base makes passing the HSSV practical assessment a much smoother process and equips you for real-world situations on the water.
